Windows 7 crash

Hi friends,

Today, my pc crashed suddently and restart automaticly. The first few times it sad;
The Plug and play-system suddently closed or something like that. But after start my pc in safe mode and checking my bios there is only a WINDOWS 7 ULTIMATE Layout with WINDOWD 95 layout in it! So i can see my gadgets on my wallpaper and can change windows 7 theme is black or another collor (i cant click on a costum wallpaper or a windows 7 standard theme). I turn of; Restart my computer everytime there is a problem. But this is not working. It restarts every 30 seconds. If i log in and even if i don't.

I still cannot do anything, I'm now on my laptop..

The boot time is exceptionally long. I cannot use the finger print reader to log on. Aero themes don't work. Task bar is in "basic" mode.

If someone could find a fix for this I would also greatly appreciate it.

Failed to connect to a windows service
Windows could not connect to the System Event
Notification Service service. This problem prevents
standard users from logging on to the system.
As an administrative user, you can review the System
Event Log for details about why the service didn't

It still reboot every 30 seconds and i can't turn off that shit.
