cannot make it past windows is starting screen

I was trying to revert my computer back to a week ago and it kept failing due to antivirus software not allowing it. I then uninstalled norton, because they're service is a complete joke(long story), and the computer wanted me to restart to complete the process i chose restart later. I then attempted to revert my computer again, this time to a revert point a few days before the one i had tried previously. When it attempted to revert norton tried to shut the computer down while reverting. I am almost positive this is the cause for not getting past the welcome screen now. The computer starts regularly except once it gets past the windows is starting screen the screen goes black and i can only move the mouse around. I also cannot hit F11 to access the revert the computer back to factory settings, I hit F11 but nothing happens. Anyone know what the problem is?

    It is not Norton.

By uninstalling Norton you removed Norton files, by doing a System Restore you are puting them back.
You need to go to a Restore point before Norton was installed.
    System Restore

    OR

You could try a startup repair.

Note: You may need to do startup repair 3 to 4 times

just to be clear norton shut my comp. down while it was trying to resotre itself. I did not know that you could use system restore from the windows disc. I did that and now it is working fine and i can get rid of norton for good because they are money whores. Thank you for your help
