Error Message Displayed When Tyring To Open "msconfig"

I was looking at an article on pcworld.com, trying to optimize whatever i could since my computer has been stalling at start-up. I disabled a few "start-up" programs and one or two other things that are listed int he article here: Optimize Your Windows 7 PC - PCWorld

Now every time I try attempt to open "msconfig" I receive this message in a dialog box.

"The service cannot be started, either because it is disabled or because it has no enabled devices associated with it."

Thanks in advance,
Lollies

I would do a repair install before you begin to encounter MORE problems ... This will not effect any of your installed programs... Repair Install

Try system restore, you may have turned off a service that mscconfig
relies on. By any chance did you disable Application Information Service?

Tried it, displays the same message as msconfig.

I receive the same message when I try to run the Set-up after inserting the disc.

You have your DVD or Cd set as your first boot device?
If not do so then try the repair install again. Messing
with services in 7 can really bite you in the behind.
(just for futures only disable, change one service at a time)

Could also try this How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7
But is looking more and more like you may have to do a fresh install. Hope you backed up all your important data.
Also make sure you have your up to date drivers on a disk or thumb drive handy.
Sorry, tough lesson.
