Windows 7: After start up Windows screen is blank and blue

After start up Windows screen is blank and blue

This morning when I turned on the computer after loading the screen is blank and blue.
Yesterday everything was fine, but today that is not.
Nothing is working properly. First, the only thing is I can run Task Manager. From there I see that explorer.exe is running. There are no desktop icons, no taskbar doesn't work right mouse button also Windows button on the keyboard. Nothing works. I have only one computer, so I started a browser in Task Manager. Since windows installed a few days ago I have not done a restart point, so I can't go back to the previous system state. The situation is the same in Safe Mode. I tried to repair with the disc, but without success. Scanned with a LiveCD of Avira, Kaspersky, BitDefender, the computer is clean. Please, help me if you can and excuse me for my English.

If you've installed any programs since installation then there is almost certainly going to be a restore point (unless you told it to stop making restore points).

If you haven't added any programs to the OS is there much to be lost from a new clean install?

I would try the repair install again and see if anything changes this time round but it seams like a clean install is the only solution.
