so confused and fustrated - not responding error

okay so i have tried to do the steps to fix the not responding issue on my computer and i am unable to.
i did the sfc/scannow and other techniques but now i'm just lost. my back is against the wall. and my computer is driving me nuts.
everytime i go on to a site or anything at that i get the not responding then kicks in after 45secs or so. i just got this new computer so to think that the only way to correct my error is to purchase a fix it tool which i'm not very happy about since i just dropped money to purchase this computer. please help me someone anyone..........

my issue is i keep getting the not responding error. i have tried to do the sfc/scannow and after it runs its scans all it tells me that it was unable to correct my errors. i have tired to go back to a earlier recovery date but thats not working either.

also another issue i'm having, and i dont know if it has to do anything with the not responding error, everytime i enable the UAC it locks my c drive and i am unable to do anything to my files. now i worked my around that issue but now its disabled.
can someone please help me..........i really dont want to purchase something to fix the issue if i can do it myself

Although new, run a good antivirus scan, download and run this
    Malwarebytes' Anti-Malware: Malwarebytes

It could be all the bloatware. How does it run in safe mode and clean boot?

Try this test, done in conjuction with Safe Mode

We can determine if problem is driver or program.

How to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7

okay i scanned my computer with the program you suggested.

results: one infected file and it was successful removed. as i logged back on i notice my computer is a bit faster in some areas but extremely slow in other. fast when i log on and my files boot rapidly unlike before. slow in the way that i tried to log on to the internet and it took roughly about 5 minutes just to load a internet page up. not to mention to get a program on my desktop to open i clicked it and nothing happen so i clicked again. finally i just right clicked the desktop icon and after a matter so minutes it loaded. i am still getting the not respond issue

You made 1/2 the test, the safe mode. Now do the other, clean boot. When done we will have a lot of answers.

Two separate tests, testing different part of the OS.
Regular boot with clean boot. Good luck

You are not done. We now know that something you did not have at this startup is the problem. Follow the procedure to see which one. Then we can fix it.
