Will not boot from HD or CD/DVD

I experienced a power falure in the midst of an optimization. Now the system will not boot from HD, System Repair Disk, or OS Installation Disk. Where do I go from here?

Do even get a Bios boot screen ? Or did the computer get zapped by a major power surge ?

I get the boot screen and can progress to the windows startup screen where it hangs... That is with the OS reinstallation DVD. The system repair disk does not get beyond downloading software; the step immediately prior to the startup screen.

    Check your ram.
    Memory Diagnostics Tool
Memtest86+ - Advanced Memory Diagnostic Tool
    Check your HD.
    1) Boot DVD, & Press Shift+F10 (for command prompt)
    2) Boot DVD, & Command Prompt at Startup (for command prompt)
    Open an command prompt.
In the command prompt, type chkdsk C: /x/r/v and press Enter.

All, Thanks for the assistance. Testing is still ongoing with the following results so far:

    ERROR CODE 4400:11A
Msg: SCSI_0-000_DISK_GENERIC-_COMPACT_FLASH - Target not ready

SCSI 1-000 DISK WD 10 EAVS EXTERNAL
    Locks test up at 3%

I don't have the expertise to assess the impact of these results at this time.

After Talking to Dell about the error codes and isolating the box, I was able to get the computer to boot from the repair disk. All is up and functioning. I greatly appreciate the advice and assistance from members. Thank you for your support!
