I am wondering it is OK to leave my PC plugged in all of the time or not. I will shut it down still, just leave it plugged in, so I just press the power switch on the tower to turn it on. Your advice please.

Plugged in, not charging. Hey everyone,
I have had my Lenovo Z580 for little over a week and I have been greeted with the well known plugged in, not charging message. I have had this issue on previous laptops that I have owned. However, this problem is slightly different.
Let me begin by explaining how this problem...

When I try to start my Laptop when it is not plugged in to the power it wont start. When I Plug it in and Start it, it works. But on the task bar power icon it says plugged in not charging.
Please Help as tis is becoming very annoying always having to connect to the Power.
Why I don't have pop up when device plugged in? Ever since I bought my new rig I've been wondering why I don't have pop up window when I plug in something. Screenshot in attachment shows what I mean. Its marked to do so, but no pop up ever appears.
Any ideas, fixes anything would be helpful.
