It was sent from your iphone?

Do you know this person personally, other than just conversations thru emails, phone calls or iphone?

    How did your conversation originate?

If he really is a University Senior lecturer he would of never abbreviated United States as Us.

    world Health Organization.
Another spelling error. world should be World.

I would say it is a scam....

Asked me about what I am selling

I noticed the bad grammar, I concur.

Well that's the third time I got my hopes up, this one was not as bad as the other two but the IP address is in Texas which makes it seem more legit than some other scam e-mails.

That is a pretty common craigslist scam. If you do business on craigslist, never agree to ship anything anywhere, never give out personal information in a response from a craigslist ad you've posted until you've actually met the person face to face, and never accept anything except cash in advance as payment for services... spoken from a bit of experience.. and don't bother to respond in the first place if the email address and the senders' name sound the least bit fishy

Just because an address is local, it does not mean the sender is.
Have you ever heard of proxies or anonymizers?

My neighbor was selling on craigslist.
The buyer said he was in Belgium.
He sent a check from the UK that was drawn from a business whose bank was in Wisconsin.
His IP address was eventually found out to be from Romania.

Have you ever heard of the saying....

"If it looks too good to be true it probably is".
