Question regarding attaching pictures

So,

There is a little photo icon when editing a post or doing a quick reply (this one):

It does not appear when starting a new thread or advanced replies. It's a little annoying and I was wondering if it would be possible to add that icon there

For example, I had to type the above line without ACTUALLY INCLUDING the picture. Once I click submit, I will edit the post, then the picture icon will appear and I can include the picture.

P.S. I know you can attach a picture that is on your harddrive using the paperclip, but the picture icon allows to link to one that isn't on your local machine. Am I making any sense here?

The paperclip icon allows you to ad a picture from a web location, check the bottom of the attachment list for local files and you can enter a URL into the dialog and upload and paste into a post.

As for the picture icon not being visible I think this is skin related - and will probably be removed from all eventually as it is superceeded by the paperclip option
