I download stuff! This is why I have a second hard-drive, 1 TiB.
I have a package that I pay 54.95 per month for. It is 1,200 kBps down rate (that's 1.2-megs a second speed), and 100-kBps up. A 700-meg file in 25 minutes, when good sources are there. It has no limits as to how much I download and upload.
If this crazy policy passes, I will drop my internet speed package, for sure...
