I found an article on Cox's Congestion Management Policy:

Cox Communications - Cable, High Speed Internet and Telephone services in Cox Communications

But is is somewhat dated, and it only speaks of a general policy applied to all users, rather than specific users going over their caps.

Yes, I saw that though it appears to be a trial. But unlimited plans with no throttling at some stage would be rare nowadays. I remember the stink Comcast created with their "traffic shaping" plans for torrent traffic.

A simple test would be to exceed the download limit a bit, then check speeds. I use the speedtest.net site for that.

The problem with that is that the program described only throttles certain types of activities, and might not effect a speed test as you described.

Broadly speaking, there are only 2 types of download activities- torrent and non-torrent. If the torrent is throttled, it'll be obvious in the torrent client itself. For non-torrent, speedtest.net suffices.

I've got Cox and was not aware anyone on Cox had a supposed monthly limit. I know they have several types of accounts (Preferred, Premier, etc), but always thought the only difference among them was speed.

Is this supposed to apply to ALL users sooner or later? This is absolutely the first I have heard of this.

As far as I understand it, all accounts have a cap of some kind, from 50GB to 400GB depending on the type of account that you have. If you have an account with a high end cap, you may never even come close to reaching it, unless you do some serious downloading.

It's the same with BT over here, their cheapest plan is I believe a 10 GB limit, the next is 20 GB then Option 3 which is Unlimited but there is still a Fair Usage Policy. I've never been affected but I think you have to pay a charge for each GB you go over your particular limit, I'm sure I've read it as well that if you continue to go over your speed will be dropped.
Even though I've been told my usually usage in a month is about 9 GB I have the Unlimited plan.

Joan, I am also on Option 3, and I believe that BT have now dropped their FUP, or it's so ridiculously high that you can't hit it... my average usage is 150-200GB a month, and I don't get any warnings.
