Time Zones

i've been watching some public webcams with iSpy, and one thing confuses me. The time stamp on the videos is always 10 minutes greater than the difference in time zones. In other words, a video being sent from Linlithgow, Scotland should show exactly 6 hours difference in time with my time zone (CDT), not 6 hours and 10 minutes...should it?

I suppose that 10 minutes could just be a delay due to the time needed to process the signal, but that doesn't make sense to me either.
