I'll take the wait and see attitude for now. Pretty happy with the 7 is performing.

Likewise for me it's an every other OS purchase for me. But if it does an amazing amount of new things better (hard to imagine) then of course I will consider it. Cost vs Performance will always come into play.

as others have said, I'm perfectly happy with Windows 7. Also, after spending a fairly large amount of time in the W8 developer preview, it does seem to be incredibly touch-centric. Which will be great for tablet users and people with touchscreen monitors, but for the 99.9% (probably ) of us with normal monitors, it takes longer to get things done.
The new start menu is a main part of my dislike for it. As a Windows Phone 7 user, a fullscreen start menu is needed (the tiny WinMo 5-ish start menu was a pain, hence the 6.5+ transition into fullscreen ones). On a what, 20" monitor? I don't think so

Probably the same executive-type guys who don't wash their hands after using the restroom (for, um, small business, that is) and shake every stranger's hands with a flash of their teeth.

From what I see right now, there is little reason to complicate my life with Win8. But it is early days and I will reserve my final decision until I see the RTM.

I probably won't build a new PC until 2015. At that time, I would likely use the then current Windows--assuming it doesn't have a hopeless reputation.

Between now and 2015, I likely would not upgrade to another OS unless MS offers a very low promotional price, much as they offered Windows 7 Home Premium for $49 for a period of 6 months prior to its official launch.

An OEM jey you cannot transfer. What you would need is a multi license retail key.
