Thief: Win 7 of Foxit Phantom?

I have Foxit Phantom v2, which includes a pdf print driver. I use the phantom pdf driver a lot, but like to keep my HP 7110 as default. This seems to be a problem, as the default constantly switches to the Phantom pdf driver. I suspect that it's a problem with Phantom or a win7 bug, but thought...
