looking for screen-capture program that captures in circle or oval

Sorry, the title says it all.

I once had SnagIt ( lost it during Vista computer.... lost product key, lost old e-mail address....long story. )
I now have PicPick and Paint.net.
But none of the above can capture an image inside a circle or an oval.

Free program preferrable......... I'm cheap.

Editing......

Either capturing into a circle,
or
after capturing, I can crop the image inside a circle.

Update : I didn't know I already have a program that can do what I wanted. Paint.net ...... capture an image inside a circle or an oval WITHOUT the 4 corners.

I would like suggestions for screen capture program
Throughout the forums I have noticed several posts that have a nice screen shot with arrows,etc. I would love to have a program that does that but haven't had much luck with my searches, besides that, I'm just plain lazy. ;) Here's an example shot of what I mean.

Snipping Tool Screen Captures
This morning on my home PC, I used the snipping tool to make two screen captures. They both had a yellow tint to them. I just did one at my work PC and it did not have a yellow tint. Both are Windows 7, work is Pro and home is HP. Any ideas as to why?

Almost no program can start on Windows7 (only succeeded to run notepad and explorer but no IE, chrome, etc.) When I try to run it a spinning circle appears for a couple of seconds (the program names appears in the task manager) and then everything quits silently. no error message, no anything. ...
