Indian sweitch to Digitial TV -- is my English bad ??

Hi there
I see that India is going to switch to digital TV -- fine

but I looked at the small print of the switchover -- the amount for most people in the WEST might seem trivial but obviously in India FREE does not mean FREE.

For subscribers, it will mean more content. According to the government regulator, TV viewers will get a minimum of 100 free channels, at a maximum price of Rs100 ($2).

It's either FREE (ZERO dollars etc) or NOT FREE -- fee charged.

I just don't understand how the Indian press can say this is FREE service and then charge 2 USD for it --even if by our standards 2 USD probably wouldn't be noticed.

Any Indian guys involved in the switchover or customers --please comment on what I might have missed here.
