In User CP, under Settings & Options, click Edit Options.

There are settings in there under Messaging & Notification
for Private Messaging and Visitor Messaging.

Look there to see if you have access to these settings, and they are checked (enabled).

Go to their profile and on the right by their contacts there is an option to befriend that person.
Ummmmm....Sorry, but there isn't. I can add to Contacts, though, as seen in this pic,

Look there to see if you have access to these settings, and they are checked (enabled).

    There are three options,

    Receive Email from Administrators (Checked)
    Enable Visitor Messaging (Checked)
Limit usage of Visitor Messages to Contacts and Moderators (Unchecked)

Other then that there is an option "Default Thread Subscription Mode" set to "Instant email notification".

If you don't see an option for Private Messaging, maybe it's a forum rule and you
haven't met the requirements for this yet.

I expect an Administrator will see this thread at some point, and give a definite answer.

Here is a pic showing what I see...

I see you have only been a member for 2 days so it might be a number of days thing, before some options are available to you. I remember that a sig needed 15 posts & a number of days at one time. And sigs are limited to certain size restrictions.
