The "diameter" of a uniform regular polygon is proportional to its perimeter (eg a square as a starting point). Take it to the limit and you get a circle. Change the base of your number system and I don't think 3.1459.... is that significant of a constant.

I admit my wording was poor. My intent was to stress it was a fixed ratio of two geometric dimensions independent of the representation base and it can be proven from the most basic geometric arguments.
