So although you might have one email, you can register infinite NMEDA accounts with it.

They might be checking IP addresses this year.

VOTING PROCESS: Upon confirmation of eligibility, entries will be posted on the Program website and progress to the “Voting Period” beginning Tuesday, March 11, 2014 and run for a total of sixty (60) days concluding on Friday, May 9, 2014. Every email Address will be allowed to vote once in a 24-hour period.

From the 2015 rules:

6. VOTING PROCESS: Upon confirmation of eligibility, entries will be posted on the Program website and progress to the “Voting Period” beginning Friday, May 1, 2015 and run for a total of thirty one (31) days concluding on Sunday, May 31, 2015. Individuals may vote one time per day, per person, every 24-hour period. Voting by proxy (voting for other people with their email address and password) is forbidden and Local Heroes may be disqualified. Also voting with multiple email addresses per person is prohibited and against the rules.
