It's quite common for bands and musical artists to lip-sync on television. The reason is that the time of the song can be controlled and the song will fit in the allotted time in the show. The director also gets no surprises by having the artist doing something unexpected and going long. Also there are no bad notes or technical glitches. Usually what happens is that the band will record the song live in dress rehearsal and lip-sync for the actual show.
I know these things because I am friends with a television director who does these things all the time.
It makes me laugh when people get all up in arms about lip-syncing, like the Ashlee Simpson debacle of a few years ago. Everyone does it, and often it's very obvious.
The Monkees did indeed sing, and eventually play. Whether they lip synced to their own music during the show I do not know, but they indeed sung those songs on recordings and performed live.
