Most animal eyes reflect the light. That is what enables them to see in the dark, their eyes amplify what little light is around. Now, what makes people's eyes light up when during a picture is taken with a flash attachment, I have no clue. I'm sure it is a simple answer though. Mine light up, and I have trouble seeing in the light, much less the dark.
