    If your stuff doesn't arrive, then it's likely stuck. At best you can file a Paypal claim to get a refund if it never arrives. If the package was shipped with proper international tracking it should show movement online.

    I have these points need to be addressed:
    1- I think you have still not realized that I have been living in a very bad country like Yemen. So, there might be no way to request a Paypal payment even if I have a credit card and a bank account. My account is opened in an international bank called 'Tadhamen' in Yemen, but I don't know how to get Paypal payment.

    2- I have a bank account in which there are significant amount is deposited. So, if I had used the credit card associated with this bank account of mine, then my entire amount might be under the risk of internet crime while purchasing from online sellers. However, my Master card is only charged with insignificant amount, so I am not afraid while purchasing using this master card.


    3- ALL online sellers at Neweggs.com, Amazon.com, hktdc.com, and even some sellers at eBay.com don't ship their exhibited items to Yemen. So, using Paypal payment will not help me as well like master card, and I will need a third party address for a person residing in another country other than Yemen. So, that person will send items I purchased to me when he receives them.

    I don't know if Paypal operates in Yemen, but you should be able to sign up an account at their website if they do. From there you add your banking information. They may require some proof of identity, but usually they do not. Their policies may vary by country, but in the US at least, you can send up to $2000 total before you have to add a bank account to verify the account. You can not receive money until you add a bank account.

    Internet crime/ID theft is always a possibility when shopping online, but actual stores are often no safer anymore, and there are devices that can read information on a credit card's magnetic stripe by simply being in proximity to the card. I know someone locally who had their debit card info compromised a week after getting their card in the mail and they had only used it at a few local businesses. There is little safe anymore in that regard.

    Your best option in this circumstance may be to use a trusted contact in a country that the sellers will ship to, who will then forward the goods to you once they receive it. You can either purchase directly and have the goods sent to them or provide them the money to make the purchase. You can use a secondary address on eBay, many buyers do. Sellers are often not willing to send to an unverified address, but if your contact has a verified address on their own account, it should be verified when you add it. However I can not 100% certain guarantee this will be the case for an international address.

    What do you mean with 'send up to $2000 total before I have to add a bank account to verify my account while signing up an account at Paypal'? This is strange!. In Yemen, I have a bank account with which my credit card is associated. There are high amount in my credit card. So, why will I need to send up to $2000 while singing up an account at Paypal?

    As said before, I have been purchasing programs from internet using my master card. However, my master card is completely separately from my credit card. My master card is only charged with small amount(at lest up to $100 ) when I need to use it. However, any deposited amount or withdrawn amount in/from my bank account will be applied in my credit card as long as my credit card is associated with my bank account. So, my credit card is always changed whenever I do any deposit or withdraw. As a result, I don't want to use my credit card while purchasing from internet since all my amount will be available/accessible thru it

    I, myself, will purchase from internet by using my master card or even Paypal if I found any while in Yemen. But, I will use a third party address as my shipping address since I don't want my items to be shipped to Yemen since they will be stolen in Yemeni customs.
    For instance, I will use my friend's home address(such as name, home address, mobile number, and P.O.B) residing in Saudi Arabia as my shipping address. However, I will pay for my items while in Yemen using my master card or Paypal if any was found.

    The $2000 is a MAXIMUM amount you are allowed to send with Paypal if your account is unverified. Once you reach the $2000 spending limit you must add a bank account to Paypal to continue to send money. It does not have to be $2000 spent all at once, it accumulates over time. You can also add the bank info at any time before the limit is reached, and you are also allowed to receive money when you add the bank info.

    Could you please address these points for me to finish this problem?

    1- Creating or owning a Paypal payment will require me to request a Paypal card manually from a bank in my own country or I can just have a Paypal payment by just singing up an account in their website?

    2- how much do you think I should have to be allowed to sign up an account at Paypal website?

    3- While signing up an account at Paypal, I faced that I should type in the Card number, and Expiration data and CSC to continue creating my account. So, if I will need to type the Card number, and expiration data, and CSC of only a credit card of mine? If so, then I am quite afraid that when typing in the information of my main credit card, I will put my credit card at high risk since all my saving amounts are deposited in this card since this my main credit card.
    However, if I can type in my CSC, card number, and expiration data of my master card, then no problem with my to continue creating my account at Paypal since my master card is only deposited/charged with $60?

    4 - I have been notified by Paypal service 'Use your credit card or bank account without exposing your financial information to merchants.' So, if this was true, then I would expose my financial information to Paypal employees?


    5- Master Card is allowed to be linked to my Paypal account????

    Yep it is and the terms are all one sided and not on yours
    I personally would never give paypal a debit card info that is for lack of a better word insane

    Credit card maybe the only penalties are interest but at least you have your credit card company to turn to for some type of recourse which isn't much but at least you can get a temporary credit and if no one responds... within 30 or 60 days the temporary credit is final,

    Try doing that with a bank account
    But for the most part avoid ebay and paypal.

    Mastercard should be fine.

    You can add both a credit card and bank account to your Paypal account, but you can select the funding source with each payment you send.

    Thank you both of you very much indeed,
    Firstly: if Mastercard can be linked to my Paypal account, then what difference is there to create Paypal account. I can pay for my purchases with using my mastercard.

    Secondly: My bank account is just an account. So, How to add a bank account to my Paypal account as long as my bank account doesn't have 'Card number', and Expiration data and CSC' which are required to be filled in as those screen shots posted before? . I think you must have meant with adding my bank account in my Paypal account with adding my credit card issued by my bank and associated with my bank account.

    Thirdly: Then what benefit is there from issuing master card and even Paypal payment if we consider 'But for the most part avoid ebay and paypal.'

    ThrashZone's advice is due to the fact a lot of people dislike eBay and Paypal for various reasons. Unfortunately it is not possible for everyone to avoid them. They are often the only marketplace for vintage goods or to have certain modern goods delivered to you if you only have limited stores in your area. As nice as it would be to purchase everything we need from local stores, this isn't always possible so sites such as eBay and Amazon have their place.

    A bank account is usually a routing number and an account number, though this may vary based on country. Paypal probaby wants you to use a credit card to sign up, but you will add the bank account separately later on.

    If a shop takes credit cards directly, then Paypal isn't necessary. It's a payment processor used by many people now because merchant accounts cost money to open and maintain and because individuals can easily use Paypal.

    Yes, Mastercard is one of the payment methods accepted by many online sellers at eBay.com, and so on. I can purchase directly from online sellers using my Mastercard. However, I was expecting that Paypal payment would be different in delivering my items to my specified shipping address in more reliable way than using Mastercard as you said some advantages of using Paypal below (I have never ever used a Paypal payment at all). However, I have been only using Mastercard for only purchasing programs which have not needed any shipping to my country.

    1) Many sellers will only send to Paypal verified addresses. As long as the address you wish to send to is verified, it should be okay.

    2) Paypal now allows up to 180 days to file a claim, and if for whatever reason you can't file a claim on eBay you can do so direct through Paypal.

    3) Paypal's policy is that a seller must provide tracking that proves DELIVERY, not merely shipment. Otherwise the buyer is likely to get a refund on a claim.

    However, I have seen that the icon of a Mastercard is shown in the screen shot below, which means I can use a mastercard through Paypal.
