I collect them from all over the internet. Usually by right clicking on them and saving to a specified file folder on my HD.

I have a program called Smileycons that is full of smilies covering different themes. Mind you I do have to sort it out as it won't work at the moment in 10.

This is a pretty good one although your really supposed to share them via get a link then use insert image in the forums reply editor and not save them as a file
