Can someone give me some advise on the top art software for my system. I have about $1300.00 to spend.

GIMP is free and can do many of the things Photoshop can. That doesn't mean it's a full replacement, but it costs literally nothing. On the plus side, it is much better when it comes to editing at the pixel level than Photoshop, making it preferable for Minecraft texture creation.

You could use GIMP, it's free. If you are looking to draw manga or characters in general go Paint Tool SAI, it has a free trial then it is 5400 YEN, which is about 43 USD. If you didn't like both of them simply go Photoshop, i prefer CS5 or CS6.

Nope but I've heard 3D cinema is pretty awesome but not freeware it does have a trial though.

Hello I went ahead and downloaded sculptris it is amazing and it's 100% free. I have also seen something called ZBrush but it's quit pricey. Everyone should check it out.
