Taskbar hidden when using browser

Hi everyone, So I just noticed earlier that whenever my browser is open I can't access my task bar. I keep the tb hidden, but I've never had this problem in the past. I'm not in full screen mode so I'm at a loss. I'm using Chrome if it matters. Thanks in advance for the help.
