Can you at least tell us what it is from?
Were you installing some software from Russsia?
It looks like it is part of some install program where you select what you want or it may be a utility that tells you what you have installed.
Can it be a video utility program? I see 4:3 16:9

Does anybody know if there is OCR software that reads Russian?
it could problably be printed then scanned to ocr, then we would get the text.

новые звуки = new(or advanced) Sound
параметры меню = Menu (Setting or parameters)
стандартная = normal
черная = black
синяя = blue
красная = red
зеленая = green
желтая = yellow
меню = menu
something like that ...

Looks like some sort of X-box / TV card / media streamer / game hacker / server .
The 4.3 and 16.9 mentioned is a give away as these are standard Film / TV formats - even in Russia.
Babelfish is your friend -- but BE CAREFUL if you are downloading Russian stuff from Torrents etc.
