System recovery options not appearing

this is directly related to another post from earlier today but is is a sifferent question. i hope that this new thread is appropriate. i have a compaq and it runs with Unified Extensible Firmware Interface (UEFI). when you start the computer and go to Startup Menu one of the options is f11-system recovery. from this menu you are supposed to be able to access options including: computer checkup, microsoft system restore, file backup, and system recovery. you are suppose to have these options even if your system can't boot to windows. well, no matter what i try i cannot get to these options. it just brings me to a black screen that says error loading operating system. i need to know why this is happening and why i don't even have an option to start in safe mode. please hold me, tell me everything will be ok, and help me fix this.

You won't be able to acces winre if bootmgr isn't started up - you need bootable media:

Download Windows 7 Recovery Disc

D/l the 32 bit version - burn to cd-r or dvd-r as an image (not as data ).

Boot it up.
