Based on what you wrote, it's either a bad plug somewhere or a damaged device
driver or worst case scenario: some faulty hardware.
Since it's a Laptop, please check if all those removable devices (like HDD, CD, DVD etc.) Take everything out (incl. RAM), clean it and carefully reconnect the pieces.
It appears you can't boot into safe mode. So let's see how far you get with this. If you get to a point where you can work safely again, I would recommend to update the Chipset
drivers (in case the unresponsive device is part of your North bridge)
