Windows 7 - Conhost.exe terminated on "Black List"

Conhost.exe terminated on "Black List"

I am unable to bring up my command prompt. An error message states the following:
Resident terminated the process conhost.exe because it is on the black list.

This message also comes up frequently after I have lost internet access. What is causing this problem and how do you fix it?

What AV are you running? blick list sounds like either a virus or av list that is blocked
