Missing operation system

Hey,
I have 2 operation systems and 2 HDDs
One with W7
Second with XP

When I start my PC it makes a lot of noise (I guess it comes from a fan I ordered from china) and when it loades the black screen (when it says "boot from CD\DVD") it says "Missing operation system, and the BIOS that goes up to let my choose which operation system I want to use from the two, doesn't comes up.

When I restart, the noise is a lot less noisy and the PC works fine.
What is wrong?

Go into your Bios and change the Boot order from you DVD/CD Rom to the first hard drive you have installed. It should boot then correctly.
