Why can't I use Personalization in Win7 to change desktop pictures?

It says Windows 7 Home Premium at startup if that makes a difference.
Yes. I can change the pictures but can't change the size to fit or center and so on.
I can change my desktop photos now but I have to learn how to get them to fit the screen or use the tile, fit to screen and so on option. Why do they evn put that in the Personalization if I can not use it? Is there an update or something to correct this issue? Now since I started resaerching this, it's a question that thosands of other have.

There is a known issue with HP computers in which the desktop background cannot be changed from Stretch (i.e. the Fit-to-Screen, Center, and Tile options don't work).
