weird taskbar problem

Hi everyone I'm having an intermittent taskbar problem I cant solve.
Normally when you hover over an icon in the taskbar it will pop up with the tooltip (if its not open) and the window list when its open (im on basic theme). And when you stop hovering they disappear. But sometimes i get this problem where the tooltips dont disappear, and the hot tracking effect stays on for open icons. Its very annoying, its like it cant tell that the mouse has moved off of the icon. Doing a restart fixes it.
Has anyone else had this happen to them? If so, did you find the cause of the problem?
forgot: running rc on an intel 915 card

well this problem may come because u must have tweaked with the isShortcut registry key.that messes with the taskbar big time.check out the link for more details ...Cyber Dimensions....: Windows 7 removing Registry Key Effects specific 2 Win7
