This question's been asked quite a bit, and plenty of times it's gone unanswered. If I remember right, you will have to use a 3rd party app, called Resource Hacker (it's free). You'd edit something in the Explorer.exe file, I think, but I have no idea where in the file you'd have to edit.
I'd think a theme designer would come around and help you with what resource needs edited, exactly.

You have to edit some of the png image files in the *.msstyles file. Which ones I don't know. You can edit the file with ResHack but I would recommend using a Resource Extractor software (do a google for "software to extract resources from system files") to put all of the resources in a folder as it's easier to browse.
Don't expect the png image to be obvious as to what it is though.

This >> << is one for the taskbar at full size!!

EDIT This is your lucky day. I've found the msstyles image .png file numbers you need to modify.

    Main white area: 809, 811, 812, 815
    All programs area: 806, 807, 817
    Separators : 810, 816
    Search area : 805, 813, 814

    Hope that helps a bit.

Also, some of the color is not an image but rather color properties. If I'm not mistaken, the All Programs and or an active All Programs Folder

I think it's the active All Programs, needs a hex edit, beyond me!!
I wonder if it's different if you are set to "hover" not "click" the All Programs

C:\Windows\Resources\Themes I'd choose aero.msstyles, copy it to somewhere safe and mess about with that one, not any of the actual files in the resources folder
