FYI The "Enhance pointer precision" was only an illusionary workaround. I later found disabling this option makes my mouse cursor motion is too jagged.
The good news is the latest version of 7+ Taskbar Tweaker (4.2) now includes an option to truly destroy the Jump List. It's called "Don't show jump list when dragging a taskbar item towards the desktop" (the longest named option I've ever seen in a program). You'll also want to enable the Right-click option "Standard window menu". One fewer annoyance to enjoy!
