Online converter ConvertICO.com is free, but not gives the best quaity . The best free program is IcoFX . I create all my icons with it .

If you want the batch processing function, I know only one program that gives this option , that is Stardock IconDeveloper , which is not free.

However , the best icon making program is IconWorkshop™ , that is also not free .

Converticon is a simple icon utility. It can import ICO, PNG, GIF, and JPEG formats and export to high-quality PNG or ICO files. There is no software to download and it's 100% free.
