Can I save my settings for My Libraries and export it to another PC?

Can I save the settings that I made for (something) and export them, so that I can import those settings to another PC installed with Windows 7 Professional?

settings I made for:
- My Libraries (the folders that I put in it)
- Folder Options
- Taskbar and Start Menu Properties

What program can do that?

If it is possible to save the settings, can I use the saved settings (that were exported from Windows 7 Pro 32-bit) and import them into a Windows 7 Pro 64-bit?
