    To Disable Aero
    Right click the Desktop
    Click Personalize
Under 'Basic and High Contrast Themes, click 'Windows 7 Basic'

Hi welcome to the forums :)

You're machine should still be able to utilize the Aero effects, so long as your GFX card is DirectX 9+ capable. Is there any reason you would want it disabled?

Without Aero, you will probably need to utilize other visual styles to have a transparent taskbar.
Here is a third party program I used in my XP to do the trick.
Download Transparent TaskBar 1.0.29 Free - A free tool that lets you to easily adjust the transparency of your taskbar - Softpedia
Just make it run at startup and your taskbar should be transparent.
Here's something else if you want a prettier visual style without Aero.
