Hi, welcome to the forums :)

If you right-click the desktop and choose 'Personalize' then click 'Window Color'
remove vertical spacing in Windows explorer-personalization.png

    then 'Advanced appearence settings'

The spacing on the Aero interface is fixed to better support multi-touch, the advanced settings only apply to the Classic display,

The aero interface components can be adjusted at a low level with edits to the graphics resources involved. This is not a simple operation but may be seen in various customised windows themes check out the examples in the other threads in this forum

Not really my area, but yes changes are possible although they do involve editing the windows system files. You may also find that unless you do the change yourself, you will need to apply a total theme change which may be more than you want.

One of the places to look for ready made themes is 21 Best Windows 7 Skins You Can Use for Free | Best Design Options but a Google search for windows 7 skins and similar should get you started
