I have Windows 7 Home Premium and right-clicked on Properties on "My Computer" to get the System Specs I inputted on my User CP. :)

If you have not replaced original hardware, here's what you didn't find:
- Mother board: Aloe H-RS880-uATX
- Sound card: Integrated Realtek 888S
- PSU (Power Supply Unit): 300 W
Case & cooling standard HP issues.

Good. I needed to make sure that you didn't have the starter version.
Had you used any one of the three suggestions I made re system specs, you would have had your answers for some of the unknowns.
PSU is an abbreviat9ion for Power Supply Unit.
Now to your problem.
Did you perchance use one of those super-duper speedup-cleanup your computer programs?
Did you disable Aero?
Can you choose an Aero theme from the Personalize screen?
Sorry, must have missed the suggestions? I am still trying to figure out how to use these forums, the posts take up a lot of view space on my browser. :)
Not that I am aware of. I DID install some video codec programs, like ffdshow, Divx, uh...Xvid...uh....oh yeah Matroska (I like watching movies on the PC and the default vid player like Media Player does NOT like some of the files I use (movie files I mean)Now to your problem.

Not that I am aware of...don't even know how to enable OR disable it? Aero...isn't that like the default theme of Windows 7?Did you disable Aero?

If you had actually read my previous post, then oversight would have been impossible.
Now, on to the problem. I do not remember which one of those things you've iinstalled has caused the problems, but alarms are going off in my head about one of those causing exactly the problem you are seeing.
Please download, install and use RevoUninstaller to remove those programs, one by one, until you find the guilty party.
Revo Uninstaller Freeware - Uninstall software, remove programs, solve uninstall problems
When you do, be sure to choose the Advanced scan option.
After you have a stable system again, I'll make a couple of suggestions to help you undo the actions of wayward programs.
I had some strange Aero-problems with Matroska which came in some (don't remember which) codec-package when using RC last year. I remember I had to uninstall that codec-package to get Aero to work. Downloaded and installed VLC then, it plays everything without extra codecs.

OK. I suggest starting with the program that Kari mentioned, Matroska.
Would be nice if that is the guilty party, then you would be able to solve the problem easily and quickly.
