I would call it the Organize Bar..

Windows 7 does not allow you to modify that bar in any settings that I found..

However you can get rid of it however you would be modifying the shell style of window. I would use caution when modifying this file.

I have checked a couple sites and will post back if I can get it working.

EDIT: After looking at the steps needed for this little thing to happen I don't think it is worth it! The shell style is protected by Trusted Installer and after changing permissions and playing around with it I could not get the the thing to rename or rewrite and the thought of instant disaster around the corner I stopped and changed it back to the right permissions. I am interested if somebody else wants to give it go.
