Windows 7: Library Folder Sorting

I am trying to sort my picture library and can only get one setting. When I used XP and Vista I had no problem with this but now with Windows 7 it seems it is less customizable than the previous ones.

I want to sort my folders in the Library Picture file by "date modified" and then the pictures inside of those individual folders by "name". It seems either everything is sorted by one way or the other and you can not configure the main folder to do something different than the sub folders. I can not figure out how to get this to work and it is pretty frustrating so far. Any assistance would be greatly appreciated.

Hello Daniel,

All included folders in a library share the same folder view. However, you can use OPTION THREE in the tutorial below to be able to use "Arrange by" for "New Folders" created in a library.
