How to reduce taskbar toolbar height?

Hi this is my first post, so I would like to say hi to everybody

I have a problem with VS that I've made. It has 24pix taskbar, which is the minimum taskbar height that Windows will tolerate, in sense that there will be no stretching when explorer restarts.
But the mentioned problem appears in case there is some toolbar added to the taskbar, like quick launch, folder or tablet input ...

Then task bar looks like this:




So taskbar height is stretch or rather back to the default 30 pix if there is a toolbar added to the taskbar.
Is there a way to fix this, through registry or other? I know there is a "minwidth" key that can be added to windowsMetrics, so I have tried adding MinHeight but nothing happened.
So, I woud like to change the default height of toolbar to fit 24 pixel taskbar
