Address bar below Menu bar - possible?

Hey,

I'd like to move the Menu bar over the Address bar in Windows Explorer. I faked a picture in Photoshop to explain what I'd like to achieve:

Is this possible?

The last time I did this was on Internet Explorer 7 in Windows XP. I hope it's possible in Windows Explorer, too.

Not sure if it helps, but is there an option, when you right-click an empty space on the menu, to lock the toolbars, if so, untick and try mving them manually.

Never tried myself, but may help.
