You cannot apply .png files as icons unless you convert them in .ico format (IcoFX is a great free tool for this purpose ) .
As you have IconPackager, you may use
OS X Iconpackare for all the icons . For simply the folder icons, you may try
Leopard Live Folders for Vista by ~schmrom on deviantART .
Iconpackager is a bit troublesome program for windows 7 . If you want to uninstall it , first set the default windows icons, and then only you should uninstall it .
