How to disable Ease of access using vb6.0/C#


Can anyone help me to disable the ease of access button in Windows 7.
I tried it using VB6.0 via

cacls.exe C:\windows\system32\utilman.exe /C /D Everyone

It had 2 problems:
1. DOS window was prompted for confirmation (Y/N)
2. Did not disable the button

Modified the code to use runas.exe, provided user:administrator. After this modification, got another problem. It prompted for administrator password. After providing correct password, problem #2 was solved.

But we do not want to show the command prompt to user. For this, we used batch file to run the command and used ECHO Y. So, problem #1 was also solved. but prompt for the administrator password is still there.

Is there any way to disable it without having administrator password?
Note: we can assume that current logged in user is in administrator group.
