Is there a way to change the color hot-track effect?

the only method i know is the simple one of downloading a pre-made theme from somewhere like deviantart.

you'll also need to patch a few windows system files or use this to get the non-microsoft themes to work.

for example, i'm currently using the win-7 blend theme:

i don't know i'm afraid.

i've never used the language bar - it might do, as these custom themes make quite a few little graphical changes to progress bars, scrollbars etc?

you'll have to test it for yourself. different themes change different windows elements - it's up to the author to include whatever he likes in the theme package.

I told you in this thread Language bar color it's in the aero.msstyle & can be changed.
If you are using the default aero theme I can change that.
If you are using a custom theme you will need to ask the
theme maker. It's not cool to change someone else work.
&
You will need to do 1 of these 2 ways of Enabling custom themes
Enabling Custom Themes - Windows 7
Or
Theme - How to Apply Custom Themes

What is this got do with the mouseover blue highlight on menu bar and language bar. I just wanted to be disable. Simple. I'm NOT using custom themes. I'm using the Aero themes.

Please post a screenshot Screenshots and Files - Upload and Post in Seven Forums of what you want then I can tell what you want. I can change it. But you will need to do one of those 2 guides because changing it makes it a custom theme

Those 2 themes will NOT help me. I'm talking about about when I put my mouse over the restore, minimize button and language bar, I get a blue highlight.

The only way you are going to change the blue highlight for the mouse over on the restore, minimize button and language bar is to edit the aero.msstyle in C:\Windows\Resources\Themes\Aero . Then that makes it a unsigned theme & windows will not use it thats way you would need to do one of the two ways of enabling custom themes.
You can use Ave's Windows7 Style Builder or Restorator - Bome Software - Restorator - the resource editor for customization, localization, and translation. + Photoshop or Gimp or Paint to edit the aero.msstyle
