It's at Windows and Caption Buttons > Aero > Dwm Window > Frames > Normal > Top
You will have to edit the image & do a trial & error to your liking. It will change all windows at the top.

I have been working with Basic rather than Aero and there is a image located here that controls Active/Inactive: Windows and Caption Buttons > Basic > Caption. I have tried to force a gradient image, but it uses the left, center and right colors of the image, can this be overcome? thanks...

I don't work with basic much. You may need to mess with the sizing margins they go by left, right, top, bottom. The bigger the number the more it hides.
