Here are some items to check to see if they may be the cause. :)
Desktop Slideshow
Double check to make sure that you have the Turn off all unnecessary animations (when possible) box unchecked in the Ease of Access Center.
Double check to make sure that you have the Animate controls and elements inside windows option checked in the Visual Effects settings.
Are you using a Aero theme?

I did all the procedures and everything was settled, as described in the articles, including all items of the visual effects settings are checked. And yes, I use the Aero theme. Note: This also occurs in two user accounts on the computer.
There is another way to fix this?
You could also do a system restore using a restore point dated when you had the fade effect to hopefully fix it.

I tried restoring the system and also unsuccessfully also now realized that this started to occur in two user accounts.
Is not there some corrupted key or with wrong values in the registry?
I'm not sure what else it may be.
You could try running a sfc /scannow command first to see if it may find and fix any corrupted system files that may be responsible.
If not and you haven't installed the SP1 yet, you might consider the more drastic repair install to see if it can fix this for you. If you have installed the SP1, then you will need to uninstall the SP1 before being able to do a repair install.
