How to move down the administrator picture window in Windows 7 Home E?

Hello I would like to move the picture window of my profile on the Start menu but I don't know how to do it.

I would like to move it down like this:

Is it possible? I believe I have seen some computers with Windows 7 installed having the picture administrator where I want it to be.

Windows 8; Windows 7 x86 (Dec2008-Jan2013)
 
 

If you do not want to look for and install customized themes for Win 7 (those things require patching some files in the system as well), you would have to give up Aero theme and switch to Windows 7 basic theme (Right click on Desktop - Personalize- Basic and High contrast themes - Windows 7 basic theme).

Basic theme has User picture where you want it.
