The rectangle box at the top of the screen has disappeared?

The box that has shortcuts to (from left to right in the box) E-Mail & Chat, Internet, Photos, Music, Videos, Games, Office, Security, Help and Support, Recycle Bin, and Internet Explorer just disappeared on the home screen after I log in. How do I get it back up?
